Ability to exclude/hide CMS pages and items from the Base Locale

The Problem: Currently, all the content and CMS pages/items must exist in the Base Locale. Users cannot create content that is exclusive to a secondary language (e.g., Danish-only articles, pages, blocks).
Feature request: I'd like to have some kind of toggle to hide/exclude specific CMS items or pages from the Base Locale. The ability to make content visible only in specific locales.

Another use case:
Employees page with the ability to choose employees by country (locale). A company with offices in Norway and Denmark. On the Norwegian employees page, I want to show only people from the Norway office, and the same for the Danish office.
Right now I’m using a workaround with a toggle in the CMS item and a code override to hide Danish employees from the base locale. Not optimal but it works.

and if the base language page is hidden add redirect to the home page or parent level index page or maybe 404 is better
